An excellent opportunity has arisen for an experienced Health &amp; Safety Officer with a Institute of Occupational Health &amp; Safety Qualification and or a NEBOSH certificate. 
  
The successful candidate will ensure my clients is in full compliance with the Health and Safety legislation, guidance and polices. In addition, you will have a minimum of three years experience as a Health &amp; Safety Officer and experience of drafting policies and procedures. 
  
Other duties; 
 
To be responsible in conjunction with Line Managers for risk assessments in order to identify the hazards and risk associated with the work place and to ensure steps are taken to protect persons from such risks. 
 
To monitor, develop and maintain statutory and non-statutory policies and procedures relating to health and safety and ensure that appropriate information is displayed. 
  
To carry out regular, scheduled health and safety inspections of the Association's offices, sheltered accommodation sites and premises and to liaise with the Association's recognised trade union, as appropriate. 
  
To monitor and report all non-compliance with Health and Safety regulations and best practice and to make recommendations to the relevant manager which will ensure compliance. 
  
To ensure an appropriate level of awareness of health and safety issues across the Association through Health and Safety Training and arrange relevant training courses in liaison with the Human Resources Manager. 
  
To keep appropriate records of all accidents and near misses, carry out investigations in conjunction with line managers and the analysis of such incidents and make recommendations for appropriate remedial action. To ensure that all incidents are reported under RIDDOR. 
  
To complete DSE assessments and advise and make recommendations to the Human Resources Manager for any remedial action necessary.

Role will include Delivery and contract administration of the association`s planned maintenance and major repairs programmes in an efficient, customer focused manner within approved budgets.
To prepare contract documents including specifications, preliminaries, form of contracts and materials &amp; workmanship
Ensure that all Health &amp; safety files and plans applicable under CDM regulations are prepared and adhered to 
Produce clear, concise and accurate performance reporting of all contracts and programmes to the Programme Delivery Manager, on a monthly basis.
Carry out full contract administration including preparation of monthly valuations, variations, contractual certificates, maintaining appropriate correspondence and notifications, programmes and activity schedules and risk management.
To assist in the pre and post inspection of all related maintenance works including responsive repairs, voids and aids &amp; adaptations
To carry out inspections and condition surveys of properties and assets to prepare and deliver a rolling programme of investment

Key duties and responsibilities

Regular liaison with:

Reactive, Planned, Service Contract, Gas Development and other internal
departments. Externally, HCA, contractors, consultants, residents, other 
Housing Associations and third parties.

You will be:

Responsible for M&amp;E technical input and contract management of major works, reactive maintenance and service contracts, which includes all mechanical and electrical (M&amp;E) installations throughout this organisation's stock. 

This includes, but not exclusive to electrical installations, mechanical installations, lifts, pumps, water hygiene services, door entry systems, ventilation, fire fighting and gas. 

Responsible for the training of staff and the maintenance of all associated records and data systems relating to M&amp;E installations and other service items.

You will ensure that all responsive maintenance repairs to M&amp;E installations are carried out promptly to a high standard of repair.

Management of the external contractors and consultants engaged to carry out all works in relation to M&amp;E contracts. 

Promotion of safety awareness to residents' staff, contractors, and other third parties with particular emphasis upon M&amp;E installations, water hygiene, and other service contracts.

You will assist the Service Contracts Manager as and when required. This may include the effective leadership and management of the team undertaking regular team briefings, 1:1 supervision sessions, information and instruction. Ensuring the team is motivated and able to deliver services in line with corporate objectives and values.

To provide a high level of resident satisfaction through the management of external contractors.

Qualifications

Recognised qualification in M&amp;E services and maintenance 
Degree or HND/HNC level
